What happened to ministerial accountability?

Ministerial responsibility is the notional idea that a minister takes the blame if something goes wrong in his department, even if it is not his fault.
Even BC Liberals can no longer deny that officials appointed by and reporting to the Premier's office were engaged in criminal behavior during the sale of BC Rail. The driving political force behind the corrupt privatization of this public asset was none other than Gordon Campbell. Resignation is the only open course.
